Try google pages. You just need a google account which is free and everything else is free too.
If you want something a little simpler try blogspot.
You’ll need a web server and a domain or subdomain name. Look at some of the articles at for one free way to do it. The site is PHP-Fusion, but you can use any CMS or write your own site.
